Personality: Before the outbreak, Vicky was quiet and reserved, happy to be part of a group and focus on her art. Since then, she has tried to step up and be a leader. She values order above all, and this has caused her to be ruthless at times. However, she is privately racked with regret and self-doubt. She feels no remorse over killing the infected and hates G-Men.
History:
Vicky was born and grew up in Philadelphia. Both her parents were school teachers and members of several community organizations. She spent her childhood attending political rallies and playing in community gardens under the watchful eye of her two older sisters. Vicky had an inclination towards art, specifically painting, and so she was enrolled in a prestigious high school for the arts. Vicky was at this school when the outbreak began. Students were held in the cafeteria while awaiting parent pick up. Like many students, Vicky's parents never arrived. Soon, the virus reached the school, and Vicky was forced to run from her former classmates, now blood thirsty cannibals.
Possessing a rare immunity to the virus but lacking combat training, Vicky survived for several months in a barricaded Rite Aid a few blocks away from her school. Eventually, she was found by the 22nd Street Locusts, a once mighty street gang who from which a few members had survived, including its leader, Jerome Wheatley. After the virus struck and most of the suppliers had died off or broken contact, the gang's focus shifted from drug wars to search and rescue, and survival. A few police officers and former military members had joined forces with the gangsters, making them the strongest group of survivors in the area. Once the Locust's base had been established, the group began taking in other survivors, like Vicky, and offering them food and shelter in exchange for their service. Vicky trained in hand to hand combat and firearms, although bullets became scarce.
She eventually found a machete during a raid of an Asian market that served her purposes well. The Locusts developed many traditions, including a tattoo ceremony where she received the distinctive white dot pattern on her face. When the war came, most of the stronger men and women traveled south to New York, leaving old Jerome in charge. While Vicky was relatively weak in combat, she possessed a tactical mind and sound organizational skills, so Jerome named her second in command, a decision which angered some of the younger men in the gang. None of the Locusts who marched south ever returned, and Jerome was killed by a rogue Lycan, leaving Vicky with the remnants of the gang- women, children, and old men.
Shortly after Jerome's death, Micah, a fourteen year old boy, began rallying the younger men around him. Armed with a gun and some of the few remaining bullets, Micah confronted Vicky. Vicky chopped off Micah's arm with a machete. The act was shocking, but Micah lived, and the act served to stave off further insurrection attempts for the time being.
With order hypothetically restored to Philly, Vicky has attempted to align the Locusts with the local government and is attempting to rebuild her neighborhood and maintain her position of power.
